About the Project:

International Rescue Committee, in partnership with UNICEF, is implementing a project that seeks to provide support and protection to the flood affected communities in Baluchistan and Sind province. The proposed project will contribute to strengthening and scaling up the existing Child Protection (CP) & GBV mechanisms. In addition, the scope will be extended to prevention and response activities for the flood affected communities and refugees (where concentrated). It is about to protecting women, girls and boys, including marginalized individuals or groups at risks from harm and ensuring that women, girls and boys who are exposed to protection risks are immediately referred to relevant specialized services of case management and psychosocial support through a multi-sectoral referral pathway developed. Existing capacities of the service providers will be enhanced through provision of capacity building trainings and technical assistance.

Job Overview/Summary:

The International Rescue Committee is seeking a dynamic and self-motivated individual for the position of Child Protection Field Manager for implementation of a Child Protection activities Under the supervision of the ‘Child Protection Field Manager’ the position holder will coordinate with the team members including CFS Facilitators and Child Protection Case Workers and regularly visit the communities to identify and register child protection cases for further planning and response. The position holder will coordinate with the team to ensure that all agreed activities are carried out based on IRC’s quality benchmark. S/He will also be responsible for assisting in tracking project’s progress and keep a regular follow up with project teams to ensure that technical and financial progress of the project is on track. The CPO is a field-based position and responsible to directly engage with communities, children, government departments and Civil Society Organizations to establish an effective response.

Key Areas of Accountability: 

  • Provide technical and management leadership to the child protection case management programs, and the adolescent and caregiver focused programs in accordance with best practices and IRC policy Provide technical assistance/advice on all aspects of child protection and implementation for timely and successful implementation 
  • Ensure that solid CP case management, referral and information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed, and that these processes are happening in a timely manner. 
  • Guide CFS facilitators in working with children to develop new, creative activities as appropriate. 
  • Using a client centered approach, work together with survivors or children at risk to establish action plans based on the needs identified and ensure adequate safety plans exist for the clients. April 2022 
  • Regularly liaise with the CPO for support and case conferencing together with the Child Protection Coordinator. 
  • Develop and implement capacity building plans for all areas of child protection programming. 
  • Ensure regular communication with the GBV Field Manager and the Child Protection Coordinator to integrate appropriate technical priorities in program design, in order to provide updates on achievements and challenges. 
  • Ensures that safeguarding standards are understood and met and ensures a safe and child-friendly atmosphere in the Child Friendly Space. 
  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors. 
  • Ensure mapping of service providers including government departments and civil society organizations to support CPO in establishing district-based Referral Mechanism. 
  • Ensure proper use of referral pathways in the field and assist the children and their families to access legal, educational, health, vocational and other services. 
  • Regularly attend coordination group meetings at appropriate levels to contribute to the case management responses across agencies. 
  • Contributes to the development of the CP sector strategic direction for responding to children harmed and at risk of being harmed. 
  • Contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration. ▪
  • Coordinate with other IRC sectors to receive and provide input and support regarding responses for children harmed and at risk of being harmed 
  • Ensure that all interventions are in-line with the strategy, and CP Minimum Standards. 
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes. 
  • Manage staff that report into monitoring and evaluation systems in order to ensure data quality and timeliness in reporting. 
  • Monitor and consolidate information collected from weekly and staff activity reports 
  • Ensure high-quality programming according to international minimum standards and best practices. 
  • Support data analysis and information dissemination to the appropriate coordinating mechanisms, field teams, beneficiaries and IRC implementing team accordingly. 
  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs. 
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Job Requirements:a)

Education:

Bachelor’s degree in any development discipline. Postgraduate training in any related discipline will be an added advantage. April 2022

b) Work Experience: Should have a minimum of 3 years field experience in child protection Case Management, preferably during humanitarian context.

c) Demonstrated Skills and Competencies: 

  • Excellent communication skills 
  • Background knowledge of Child Protection & Case Management • Knowledge of basic counseling 
  • Flexible and positive attitude towards receiving feedback 
  • Display cultural, gender, religious, race, nationality and age sensitivity and adaptability 
  • Strong networking skills with relevant stakeholders Language Skills: 
  • Excellent written and spoken English skills and Pashto is desirable.
