Job Purpose: The incumbent will oversee As a Field Engineer with a community lead approach for community developmental projects, you will play a pivotal role in bridging the gap between engineering solutions, Disaster Risk Reduction (DRR), and community needs. Your primary responsibility will be to oversee the planning, implementation, and monitoring of community development projects with a strong focus on integrating DRR measures. This involves ensuring that engineering designs and infrastructure developments are resilient to natural hazards and climate change impacts, thereby enhancing community resilience
Key Accountabilities:
- Supervision and implementation of all WASH and FSL-related activities in the site. (Measurements, survey, supervision of, coordination with contractors etc.
- Develop in depth understanding of project documents (construction drawings & specifications) as well as business process / DIP for planning & implementation of FSL and WASH CPIs activities
- Monitor closely distribution of material to nominated WASH and FSL beneficiaries.
- Liaise and coordinate with all relevant stakeholders and project beneficiaries to obtain their full support of and participation in WASH and FSL-related activities
- Lead on technical feasibility / assessment (site identification, material, labour, transportation, supplies etc) of FSL, WASH & CPI’s activities prior implementation to ensure sustainability & cost effectiveness as well as agreed time frame of project at field level.
- Ensure adherence to humanitarian standards (Sphere, Do no harm, Humanitarian principles, Core Humanitarian standards, Red Cross code of conduct) & applicable engineering standards (ACI Codes, ASTM codes, British standard, Pak Building codes, Building construction practices).
- Perform quality & quantity assurance checks by paying regular visits to construction sites to verify the work is performed in compliance with the plans and specifications.
- Assist local teams in preparation of basic technical information (cost estimates for both rehabilitation work & new construction schemes) related to FSL and WASH for development of new project’s proposals at field level.
- Lead on capacity building initiatives for communities (effective utilization of available resources with future sustainability aspect) & subordinates on technical level to meet job requirements.
- Lead on Identification & hiring of construction teams and labour while working in close collaboration with supply chain department.
- Responsible for management of skilled (Sub Engineers, Water Quality Analyst, Hygiene Promoter, any other skilled worker) & unskilled workers (labour, survey team etc), documentation of performance feedback, grievance handling and other day to day affairs where applicable.
- Identify, Analyse and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures in projects.
- Recommend purchase of specialized equipment required for implementation of the FSL and WASH activities
- Take part in supplier selection process by evaluating the samples against specifications given in approved BOQs/estimates at field level as & when needed.
- Processing daily project documentation and construction observations.
Safety and Security
- Liaise with the supply chain department & project lead to ensure compliance with organization Security Guidelines and their effective application in the local context;
- Monitor the operational environment with respect to an increased level of threat and advise the District Coordinator and Organization’s Security Officer/Security Focal person.
- Follow the appropriate communications means to meet operational and security requirements;
- Designing integrated work plans in collaboration with teams from other departments/thematic areas
- Coordinate with internal (APM, Senior Engineer, other sector leads at area level) & external (Clusters, contractors, public health department, other organization’s representatives working in project areas, community activists, COs, VOs and beneficiary households) stakeholders related to FSL and WASH CPIs and other matters of mutual interest.
- In place contingency plan to deal with external factors affecting or may affect the field activities
- Ensure availability of completion certificate for each communal or household activity is in hand and signed by beneficiaries, committee representative and relevant sub engineer and also handing over to relevant department
- Ensure preparation & record management of Measurement Books
Administration
- Ensure that administrative support functions are supported in accordance with the organization’s administrative policies and procedures;
- Ensure compliance with country legal, contractual, labour and statutory requirements.
Financial Management and Planning
- Regularly review and financial planning/forecasting and reporting of the project
- Assist SPO in execution of the project financial expenditures, BVA review and reporting
- Ensure with the finance department, the maintenance of organization financial protocols and accounting systems for all field interventions.
Person Specification: It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and don’t support any action that promote or encourages SEAH.
Qualification: Bsc.Civil B.Tech Civil / B.E Civil / M.E Civil
Experience:
- Relevant experience in managing WASH, Agriculture or Solar infrastructure projects
- Minimum 3 Years’ experience with Master degree and/or 5 year with Bachelor degree
Language:
Urdu, English and local languages
Pashto dialect will be an additional asset

- Good skills in English (oral and written) including excellent writing skills, however command over Pashto language is very desirable.
