Position summary

Position: Project Coordinator Climate Change is a middle management position reporting to Sector Advisor. His/her primary roles to focus on project management and technical quality assurance as per assigned responsibilities. Climate Change Expert will be responsible in managing an assigned project and support program with technical expertise on climate change.  She/He will also assist in providing necessary capacity building trainings, technical support, and mentorship to the teams of Welthungerhilfe and partner organizations, and support integration of Climate Change in WHH’s country program. The position will ensure coherence with project, organizational as well as global approaches sand standards.

The Climate Change Expert will be specifically managing a partner-implemented climate change component of a larger consortium project in which WHH is a partner. The project aims to improve climate resilience of vulnerable households through an integrated multi-sector approach including Livelihood, FNS, Agriculture, DRR and WASH, in KP. All activities will be implemented, and partnership is maintained through a gender-responsive and nutrition-sensitive lens, mainstreaming protection, accountability, and Do No Harm principles. An important part of this role will be coordination between WHH, consortium lead, consortium partner, implementing partner and major stakeholders. The position holder would be responsible for the smooth implementation of the project along with donor compliance on behalf of Welthungerhilfe. Providing technical and managerial support to the implementing partner and donor compliance are the core responsibility of the position. Extensive travel in the KP is also a requirement with long stay and field trips.

The aim of this position is to manage and implement projects based on specified directives in terms of PCM, content, schedule, and budget. The project is carried out by Welthungerhilfe standards and the directives/provisions of the co-financer. Climate Change Expert is fully responsible for the effective implementation of the project(s) and the appropriate use of funds, resources, in close coordination with the responsible Partners and Sector Advisor. He/she is responsible for Plan, implement and closing of project/ interventions, timely coordination, realistic planning, timely and effective communication, and technical implementation support, correctly. The role also embodies the tasks and processes of stakeholder, risks and communication management of projects.

Project Coordinator Climate adaptation is responsible for managing the relationships between WHH and outside entities. They may work with implementation partners, vendors, suppliers, contractors, or other third parties to ensure that both sides are getting what they need from the relationship.

Project Coordinator commonly manage a wide range of tasks related to these partnerships. This might include developing new partnerships, maintaining existing partnerships, negotiating deals, monitoring performance, and resolving any issues that arise in the course of these partnerships.

 Core Areas of Responsibilities

Technical Inputs

·       Provide strategic direction and technical leadership in executing a comprehensive climate change project with multiple outputs.

·       In coordination with all sector advisors, provide technical support to partners and WHH team in implementation and quality assurance of project interventions.

·       Frequent travel to field to monitor program implementation and extend meaningful assistance to partners field teams.

·       Assisting the Sector Advisors in shaping the strategic direction of the country program, ensuring quality programs design, implementation, and accountability

·       Ensuring overall project quality, effectiveness, and accountability, in accordance with core humanitarian standards, technical standards, donor requirements, country regulations, and WHH organizational mission, standards and operating principles

Management

·      Responsible for overall project management including processes such as but not limited to; financial management t stakeholder management, accountability; technical backstopping and quality management.

·      This includes planning, implementation, reporting (internal and donor), and impact-oriented monitoring; use of funds as per project planning matrix and budget; the terms and conditions of partnership agreement is reflected in plan, budgets and accounting of project holder; inform Welthungerhilfe management with respects to risks, interferes etc.; adherence to Code of Conduct and Accountability.

·      Thus, to actively execute all aspects of project management with focus on timely and quality results, teamwork, participation, empowerment, accountability, and donor compliance; while working with numerous counterparts, implementing partners, and technical experts of Consortium lead (if applicable).

·      Together with Finance unit, analyze project expenditures against budget, and coordinate with relevant department/staff on invoicing of clients, ensure analysis of target achievement and payment modalities is conducted.

·      Together with MEAL, ensure the monitoring of project interventions is carried out regularly to maintain quality delivery in terms of processes and results. Ensure that specific MEAL requirements including Value for Money approaches are incorporated in WHH’s and partner monitoring mechanisms.

·      Together with Logistics, prepare and analyze planned procurements in project(s) – i.e., WHH and partner, while coordinate with relevant department/staff on timely and quality processes as per WHH/donor standards and regulations.

·      Provide management and technical support to the partners in the development/updating of the work plan for project with clear objectives and achievement benchmarks, long-term and short-term priorities, in line with programmatic vision and strategies.

·      Manage the project team of coordinators, Finance, Logistic and MEAL colleagues.

Compliance

·      Prepare, review and/or edit project progress reports (internal and donor) to ensure quality, and work with supervisor and field team to revise target goals if necessary. Apprise supervisor/management of any critical issues as they arise.

·      Quality assurance and compliances; Donor and WHH internal compliances are met. MEAL activities and surveys are conducted as planned and analyzed.

·      Ensure compliance with consortium and partner agreements as well as with back donor guidelines.

Coordination

·      Ensure coordination with external stakeholders as per project requirements and to support WHH’s positioning.

·      Work in close coordination with project teams of WHH andpartners to achieve overall grant objectives, deliverables, and compliance within donor guidelines.

·      Provide support to the partners in delivering quality outcomes related to emergencies, early recovery and rehabilitation/development efforts and further will process, obtain, and maintain key data from partners and reporting lines.

·      Ensure technical/sector coordination, briefings, or similar meetings, and provide feedback/advice to program management and backstopping to the partners team.

·      Coordinate with relevant departments to ensure effective support to the field, and to provide accurate information to the field regarding implementation and regulations.

·      Represent team at meetings, conferences, and workshops, as needed and provide updates, reports and critical analysis of field and report to program lead.

·      Ensure coordination in line with the consortium’s structure, participation in consortium coordination mechanism, meetings, Technical Working Groups, etc.

Partnerships

·       Facilitate the capacity building/strengthening process for both relevant WHH and partner staff as in coordination with Sector Advisors and partnership Expert, from planning to final documentation.

·       Actively develop and maintain effective working relationships with key stakeholders, i.e., partners and counterparts including government actors, UN agencies, international and local NGOs, and other relevant actors working in project areas.

·       Together with partnership expert and team to manage partnerships internally through processes such as CSC, PPM and externally with local government and non-government actors (including partners)

Others

·       The supervisor can assign duties that may not be mentioned in job description as per the case scenario, that are in line with scope of the position.

·       Provision of technical assistance or support to or from country/HQ-level upon request

·       Representation of Welthungerhilfe work

·       Provide support during field visits, hosting conferences/events etc.

·       Support Partner in Conducting policy research on climate-smart agriculture, integrated pest management, watershed management, and other climate-resilient practices.

·       Support Partner in Stakeholder Engagement for the integration of climate change adaptation strategies into governmental plans and policies.

Knowledge and Qualification

·       A university degree in Environmental Science, Climate Studies, Environmental Policy, or relevant field.

·       4 to 7 years' professional experience working in the relevant sector, with substantial experience in Project Management as well as technical expertise in realizing Climate Change interventions.

·       Working experience with a partnership approach.

·       Fluent in English, Urdu (written and oral), Good knowledge of local language(s) would be an added value., especially Pashto.

Computer Skills

·       MS Office [Word, Excel].

·       MS PowerPoint for general and Project Presentations.

·       Ability to learn any WHH Recommended/in-use Project Management Software.
