A.    ABOUT AGA KHAN FOUNDATION PAKISTAN

The Aga Khan Foundation Pakistan (AKFP), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill-health with special emphasis on the needs of rural communities in mountainous and other resource-poor regions, primarily in Asia, Africa, and the Middle East.

B.    INTRODUCTION TO THE PROJECT

The AKFP with its implementation partners Aga Khan Agency for Habitat Pakistan (AKAHP), Aga Khan Rural Support Programme (AKRSP), and Aga Khan University (AKU) is implementing a post flood recovery project titled “Increasing Resilience and Helping People Recover” in calamity hit districts of Gilgit Baltistan, Chitral in Khyber Pakhtunkhwa (GBC) and District Sanghar and Badin in Sindh. This project is funded by the Bank Alfalah. The objective of the project is to benefit flood affected communities particularly farming households to improve their access to farming through land restoration and reclamation in Gilgit Baltistan and Chitral. This is compounded by resumption of agricultural livelihoods in these regions. Similarly, the project also aims to accelerate the recovery of flood affected communities and restore basic services critical to family health and well-being through health service delivery and WASH (water, sanitation and hygiene) interventions. The following are the broader outcome and outputs of the project.

Outcome 1: Accelerate the Restoration of Agricultural Livelihoods and increase household food security and resilience in Gilgit Baltistan and Chitral (GBC).

Outputs:

1.1.  Improving Access to Farming through land restoration and reclamation. More than 675 kanal land of communities restored through land levelling, terracing, debris removal and repair of irrigation channels.

1.2.  Provision of input packages to farmers of GBC affected from flood that include seeds, poultry, tree plants, micro-farming toolkits.

Outcome 2: Improve access and utilization of health service to flood affected populations through existing health service delivery platforms and mobile outreach services in District Sanghar, Sindh.

Outputs:

2.1  Health care providers with improved capacity to provide Maternal, Newborn and Child health (MNCH), Nutrition, and Immunization, services

2.2  Women and Children received MNCH, Nutrition, Immunization services.

2.3  Improve community engagement and access to MNCH, nutrition and immunization service as AKU as strengthened referral mechanisms.

Outcome 3: Increase access to WASH infrastructure for flood-affected communities in District Badin.

Outputs:

3.1    Identification of 20 villages and schools through assessment in District Badin.

3.2    Increasing Access to Safe drinking Water through filtration plants and RO plants

3.3    Increasing access to sanitation facilities for target households and schools. This is achieved through community based and school-based washrooms and hand pumps.

Outcome 4:

Strengthen knowledge and engagement of community on positive health and hygiene practices and resilience building.

C.    Overall Objective of the Assignment

The overall objective of the assignment is to produce 5-8 minutes project completion documentary The longer version of the documentary (5-8 minutes) will highlight best approaches, best practices, achievements and real impacts in the programme areas whereas the shorter and thematic / social media version will be of 90-120 seconds roughly 3- 4 videos. These shorter stories shall be around agriculture livelihoods and food security, health service delivery, WASH infrastructure and hygiene. Human stories should reflect personal insight of beneficiary and his/her level of satisfaction as result of intervention. The documentary should also focus on the perception of the communities about impact of this project on their lives.

Eligibility of Service Provider: A natural person, firm or a company is eligible to apply who is not blacklisted by any national/international organization. Preference will be given to the firms having familiarity with local languages and geography.

Type of Various Interventions:

• Construction of community and school-based washrooms and hand pumps
• Installation of RO plants and filtration plants for safe drinking water.
• Health and hygiene sessions in communities and schools and provision of DRR and hygiene kits in schools.
• Health care services through mobile medical camps, provision of OPD services targeting MNCH and nutrition, immunization services and referral services.
• Health awareness sessions to adults and adolescents’ males and females in communities.

D.    SCOPE OF WORK

The service provider will be required to do the following:

  i.    Develop the documentary film’s overall concept and scenario. The scenario shall cover the pre, during and post intervention conditions applicable in the field during the execution of assignment.

 ii.    Meet with programme staff for deeper understanding of the project

iii.    Develop a very engaging documentary script and storyboard to be used in the film different cuts, human stories and album.

iv.    Interview selected participants for the film who will include programme beneficiaries, implementing and co-implementing partners, Bank’s officials, Government Officials (where applicable) and programme staff.

 v.     Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders in project areas that include Gilgit Baltistan, Chitral Khyber Pakhtunkhwa, and District Sanghar and Badin in Sindh. It shall include testimonials and/or key messages from Donor, AKF and partner agencies.

vi.    Present a draft documentary (with subtitles in English), shorter version (with subtitles in English), human interest stories and digital album to project focal point for comments on contents.

vii.    Produce one final documentary film (longer version) in 05 DVDs

viii.    Produce one final documentary film (shorter version) in 05 DVDs

ix.    Produce one final digital album with five sets printed in hard form. ( roughly of 50 -60 photos)

 x.    Language of Documentary and related content shall be in English. However, the project team will decide and communicated later to the Service Provider which content shall be in English language, the language of the voice over to use and the subtitles on various deliverables.

xi.    All the deliverables will be subject to review and approval of AKF(P) team before making any payments to the Service Provider against different deliverables.

Note : The above sites are tentative and subject to change at the time of award of contract or at inception phase. However, the regions shall remain the same. Based on discussion with field teams, the villages/tehsils will be finalized with successful service provider in inception meeting.

E.     DELIVERABLES

a.    Submit the script for the documentary to AKF (P) team for approval before filming;

b.    Produce  03 cuts of the  documentary for review and comments

c.     Produce an edited Video Recording of the scenarios captured, and the footage of the recorded stories.

d.    Provide the master file of all the shoots and images before editing.

e.    Present a complete 5–8-minute documentary film version and 90-120 second theme based 04 human stories , and hand over 1 master copy and 05 DVDs of each version.

f.      Present one 2-3 minute of highlights of documentary film and human stories.

g.    Submission of final master videos in a DVD/USB.

h.    Electronic copies of video in AVI, MP4 and MPEG formats before the deadline of the consultancy.

i.      Present one digital album/story book with five printed sets

j.      Theme based short clips for social media which may include scripted clips as well as beneficiary interviews.

k.     The deliverables shall be of high quality. The technical aspects will be agreed during inception meeting.

F.     REQUIRED QUALIFICATION AND EXPERIENCE

The consultant should have proven experience of professional script writing.

Bachelor’s degree in communications will be an advantage. At least 3 years of professional experience on audio-visual recording, editing, and media production, professional editing software, c
