Job Purpose:

The Advocacy officer will participate in multiple coordination meetings with stakeholders at the provincial and District levels. Develop and maintain close coordination mechanisms with concerned stakeholders (District administration, Agriculture Directorate KP, District Agriculture office, District livestock office, EPA KP, SMEDA, PDMA, etc as well as multiple reports development, compilation of weekly & monthly reports for AO, CO/HQ and donor.

Technical Level:

  • Assist in developing a provincial advocacy strategy aligned with the Project.
  • Support in budget reviews to ensure accuracy.
  • Facilitate organization’s teams at AO and Field level in capacity building training and multiple reports development according to the donor requirements.
  • Liaise with external stakeholders/Clusters/consortiums to ensure organization representation.
  • Participate in monthly budget versus actual reviews (BVA)
  • Submission of NOC documents in P&D KP.
  • Conducted training on advocacy planning and advocacy strategy development
  • Organized consultation meetings/workshops with relevant CSOs and actors
  • Formed national-level platforms on SDG 1, DRR and Locally Led Adaptation (LLA).
  • Conducted meetings, workshops with platform members and develop action plan for the platforms.
  • Organized cross learning-sharing workshops and preparing key policy advocacy
  • Facilitate country office to develop partnership with media agencies on Climate adaptation
  • Facilitate country office to conduct training for the local journalists on reporting of DRR, CCA, and LLA activities
  • Organized knowledge-sharing meetings between local actors and journalists to collect evidence for media publication
  • Conducted orientation of the local youth activists on basic journalism of DRR, CCA, and LLA activities
  • Organized media visits in the organization’s project areas for reporting loss and damage and resilience-building initiatives.
  • Develop partnership with public/private universities and research institutes
  • Involved students in academic research and internships on innovation activities
  • Facilitate Country to commission on issue-based research/studies on policy issues, effectiveness of project initiatives, and present practices at the institution level
  • Facilitate Media team to capture best practices on Resilient/Climate Adaptive initiatives
  • Facilitate country office to organize roundtable for influencing Climate Change Financing, System Change/System Innovation Approach, and SDG1 attainment issues.
  • Support in CN and proposal development

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with the organization’s values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

The following are the main responsibilities that the role holder will be accountable for:

  • Liaison and coordination at provincial and district levels with various stakeholders including EPA KP, SMEDA, District Livestock Office, Agriculture Directorate KP, etc.
  • Close coordination and liaison with District administration, NNGOs, INGOs, PDMA, District Police Officers (DPO), and security agencies at the district levels where the organization’s project is implemented.
  • Regular attendance at monthly progress review meetings of projects at provincial and district levels with relevant stakeholders.
  • Close coordination with government elected representatives, religious leaders, social activists, Youth committees, Jirga leaders, and orientation on project themes.
  • Support the team in developing business processes, procurement plans, media & communication visibility, etc.
  • Initiating dialogue to replicate DRR and CRA models/best practices in collaboration with KP Govt.
  • Capacity building of Government line departments, i.e., Relief and Disaster, on CRA/DRR models.
  • Close coordination with District Administration for the issuance of NOC at the District level for permission for project activities
  • Replicating the CRA/DRR model at the community and system levels.
  • Facilitate CO on climate change financing, System innovation approach, and SDG.
  • Capacity building in advocacy for staff particularly involved in social mobilization and engagement.
  • Arrange donor field visits with the consultation of area management & team leads.
  • Develop multiple project reports (weekly, monthly, quarterly, midterm, and final reports) according to the donor-approved formats with the consultation of the MEAL team.
  • Conduct monthly meetings on budget vs actual (BVA) with the consultation of management.
  • Submission of monthly and quarterly reports in NOC section and updates on project progress and challenges.
  • Ensure a good working relationship at provincial and district levels with competent authorities to smoothly implement project activities.
  • Arrange meetings with Directorate and District administration at the field level for management and donors.
  • Any other tasks assigned by management.

Person Specification

Qualification: 

Master’s degree preferably Development Studies/ Social Sciences or equivalent education degree

Experience:

3 Years with Master’s and or 5 years with Bachelors with relevant experience

Computer Skills:

The candidate shall be computer literate and having good skills of MS office, MS excel and power point.

Language: 

  • Pashto language is compulsory
  • Urdu, the English dialect will be an additional asset

Knowledge and application of Sphere Standards, Humanitarian Principles, telecommunication skills proficiency in information technology/ computer skills, and other guiding principles during interaction with conflict-affected communities.

Good skills in English (oral and written) including excellent writing skills, however command over the Pashto language is very desirable.
